Message of the Mayor

As mandated, the Citizen’s Charter would serve as a document representing a systematic effort with focuses on the commitment of an organization towards the citizenry with respect to Standards of Services, Information, Choice and Consultation, non-discrimination and Accessibility, Redress of Grievances, Courtesy and Value for Money.

With the implementation of the Citizen’s Charter, the personnel in charge of preparing the need papers of the populace would be guided in his daily tasks to act accordingly as to time frame and quality thereby providing satisfaction of service to the clienteles. In this manner, good governance would be credited to the organization depicting transparency and accountability.

The government, in this to provide the tool for an effective and efficient service to the people, definitely facilities the delivery of services in prompt, accurate, responsive and citizen-friendly governance.

Meanwhile, the Citizen’s Charter could guide the clients on how to proceed with the release of their requested documents so as to minimize time, effort and money, thus, this tool probably benefits the citizenry.

Hopefully, with the steadfast service delivery of the organization coupled with the vigilant and cooperative clients, LGU Duero could promote accountable, responsible and transparent municipal personnel.

 

Background

 

Government bureaucracy is perceived to be inefficient and ineffective in delivering basic goods and services to the people. Red Tape on the government has been on of the culprits in the wastage of the government’s resources which is primarily the people’s money on, the form of taxes. These resources could have been used to improve the lives of the Filipinos through relevant social programs, projects and services.

One of the interventions by the states to curb graft and corruption practices is through the passages of laws and issuance pertaining to graft and corruption. Recently, RA 9485 (An Act to Improve Efficiency in the Delivery of Government Service to the Public by reducing Bureaucratic Red Tape Preventing Graft and Corruption and Providing Penalties therefore) was passed by the Congress. This is a milestone legislation that applies to all government offices and agencies including our local government units.

One of the significant provisions of law requires all government offices to come up with their Citizen’s Charter. Thus, the Local Government Unit of Duero had established its own Citizen’s Charter on June 15, 2009.
